The IATUL 2014 Programme Committee invites proposals for papers and posters for the 35th IATUL Annual Conference to be held at– Aalto University, Espoo, Finland, 2-5 June 2014. The theme is "Measures for Success: Library Resources and Effectiveness under Scrutiny”.
 
University libraries today are faced with leading and responding to continuous change, accelerated by the exponential growth of technological innovation and very wide ranging expectations by academic administrators and leaders. Information discovery tools are no longer the monopoly of libraries and increasing “openness” characterizes the whole process of engaging in and disseminating science.

The report reflects developments in the university sector following the introduction of new RCUK’s policies on open access. Those policies require that any articles and conference proceedings which arise from work funded by one of the Research Councils and are submitted for publication from 1 April 2013 should be published on open access terms. Universities have moved rapidly to set up policies and procedures to comply with RCUK requirements, and what is reported on here is changing fast. Nevertheless, we hope that our findings and recommendations point to some useful lessons for the sector as a whole.

The UK House of Commons has its dander up. Having bloodied the prime minister over Syria in the past fortnight, the select committee of MPs that oversees the work of the Department of Business, Innovation and Skills (BIS) has issued a report that is heavily critical of the government's policy on open access (OA) for academic research.
 
The report makes for pretty stunning reading. Although the committee pauses briefly at the beginning to laud the government's proactivity on OA, it proceeds to take issue with almost every plank of the policy put in place by Research Councils UK (RCUK) over the past 12 months, following the publication of the Finch Report – and calls for radical revisions.

The report concluded that the current system works well for those working in higher education and there is generally a high level of satisfaction for the current approach, which is considered to be robust, trusted and well-understood. However, the free services that index citation data are not yet considered to be robust or transparent enough to meet researchers’ needs and are accessible to subscribers only.
The report also concludes that the value of citations from a single paper is very limited but that it becomes really useful when it’s collated and indexed alongside data from many countries, publishers and disciplines.
The report recommends that Jisc should work with representative publisher bodies to develop the business case for a digital citation data workflow. It also suggested we should continue to link the argument for open citations into the debate about open access publishing.

The well-known Ithaka S+R Faculty Survey expanded beyond US faculty members in 2012 to include academics in the UK. We now have a fascinating window for assessing a variety of aspects of national higher education systems, affording us the opportunity to examine their comparative positioning and to consider a variety of possible policy interventions.

Research universities are long-lived and mission-driven institutions that generate, make accessible, and preserve over time new knowledge and understanding. ARL, the Association of American Universities (AAU), and the Association of Public and Land-grant Universities (APLU) have drafted a proposal, “SHared Access Research Ecosystem (SHARE)”, as a long-term solution for higher education to manage its digital assets. The proposal also serves as a response to the recent White House directive on public access to federally funded research and data. The three associations envision SHARE as a network of digital repositories at universities, libraries, and other research institutions across the US that will provide long-term public access to federally funded research articles and data.

In the global information environment, time moves quickly and there's an abundance of commentators trying to keep up. With each new technological development, a new report emerges assessing its impact on different sectors of society. The IFLA Trend Report takes a broader approach and identifies five high level trends shaping the information society, spanning access to education, privacy, civic engagement and transformation. Its findings reflect a year’s consultation with a range of experts and stakeholders from different disciplines to map broader societal changes occurring, or likely to occur in the information environment.
